I find that having an end point and working best works best for. Therefore I want to know what end date you envisage foe the submission to CGI. Once it goes to them we have no control over the schedule but we should know when we intend to have it to them. I suggest we think about their schedule when planning to send it to them. I woulod avoid submitting it during their convention season (summer) and plan for a late summer submission so it can be developed and distributed for next fall. Just an idea.
