Downloaded the Emel Galani map.
What is Haltinen?
I cannot find it on my Shorkyne regional map nor on my Venarive map!

Perhaps your questions are answered in the thread about the Emel Galani map in the KP forum thread?

This is the map I downloaded.

But it still doesn't tell me how Haltinen got there.
Haltinen appears to be in Shorkyne (SHKN) B7, but there is no land shown on the Shorkyne Regional map (CG 5201A) in B7.
Also none are shown in that sub-regional grid square on the Venarive Interractive Map.

The reason you do not see it is because you are using the old low resolution map. It shows up perfectly on the newer Kelestia regional Shorkyne map. Somewhere in the text in the original Harn regional set it even mentioned that many smaller islands are not shown. That is why many smaller islands showed up in the kingdom modules that did not show up on the original Harn map.

As stated in the other thread, Haltinan showed up in 2005 in one of Robins newer maps together with a lot of archipelagos south of Hârn in the Ederwyn.

There is a small settlement on Haltinan (population around 50) and it is well suited to act as a landmark for traffic in the Sea of Ivae, especially those coming from Thay towards Shorkyne (the other way around they have to go to Cherafir first, and thus skim the coastline).
It is officially claimed by the duchy of Alagon, though without any real control. It has no natural harbour (or there would be a base, similar to Tarenshure) and its main use, beside as landmark, is to act as a trading and information point by mariners - outside of any juristiction.
