At least in Adobe Acrobat Pro 9 you can add comments on top of the map. You can move them, change the color, opacity, symbol and add text to hideable text box. You can't, however, change the size of the symbol, which is a drag. Another possibility is to add text labels. You can defin where the arrow points, but the text is visible at all times. I didn't play with those much, but at least in theory it is possible.

Didn't find a quick way to introduce a layer (you can import a file as layer, but that's probably not handy), but I guess (didn't check) you can hide/unhide the comments from the menu.

This is a prototypical example for the image map I proposed: http://www.phantasia.org/miju/rpg/harn/. You can hover over Telumar and Chendy.
All it takes is a list of
Code:
x,y  Blabla
. (x,y local to the image.) Currently that is hard-coded in the webpage, but it would be trivial to read or take as basis for some xsl transform instead.

The image is from Jeremy's Dialects PDF, which is available for free. I even downscaled it by about 50%, so it should be okay to use that way. (For a final version, I would also reduce contrast and increase brightness, to make it look more like a backdrop.)

Any comments?

Well that map is sold in Pilot's Almanac and the Harnworld box, I think. Won't comment further on copyright issues.

The hover for tooltip -functionality isn't working for atm, but I'm at work with naught but IE7, so it could be that :P

Like I said, the "x, y, location_description" where the description can include references to where the info is (article and page number), would be enough for me, for Hârn. However, the most ambitious were planning on a googlemappish thing for the whole of Kethira, from what I gather.

Yes, that's the map that is sold with the Harnworld box. But at a significant higher resolution. You will only be able to read the most important towns on my version and that is already painful. Anything less is next to impossible.
That hover stuff should work with any browser, even IE7, but I haven't tested anything. Use Firefox for the moment.

Yeah it works. You just have to find the right spots! Telumar is 4 hexes NW from Thay.

I modified the page a bit, so that all locations are shown from the start and only the border thickness is increased when hovering on top. Clicking will give you the information (and hide it). A short introduction and link can be found here (at the top): http://www.phantasia.org/miju/rpg/harn/. Tell me, if it doesn't work with any particular browser. (Even better, send me a correction.)

Vain as I am, I have prepared the locations you find at my site. I hope that others will send me more lines, I still consider this a community project.

Item is on hold. Powers that be like to clarify Copyright indeed.

Edit: clarified. Check out again. If you look at the page source, you will see th basic XML behind it. I put up Nick Lowson's maps, Lythia stuff I found under settlements, and my stuff. However, I have seen that there is much more than that on Lythia, it probably isn't sorted right(?) Also the KP/CGI stuff could be added. As I said, drop me line or two.
